D.2 Growth of special educational facilities in intercantonal comparison (2003-2005)

Special educational facilities – special classes, supportive and promotional classes, therapeutic measures etc. – have greatly increased in recent years. How can this development be pedagogically and politically responsibly controlled in times of increasing shortages of resources? In an intercantonally comparative investigation, the developments in six German-Swiss cantons (Basel, Aargau, Thurgau, Schaffhausen, Nidwalden and Appenzell Ausserrhoden) were analysed for the first time in a systematic perspective. Concrete indications in terms of the focal control elements were gained by means of a five-part study:
 

  1. Analysis of control and supervision processes (analysis of documents, interviews with experts)
  2. Analysis of statistic material (numerical development of special educational measures over 10 years)
  3. Empirical examination of the allocation process (questioning of teachers and school-psychological, child psychological and young people's psychological services)
  4. Empirical examination of the workability of regular schools (questioning of teachers)
  5. Integration of the above elements and overall view

The investigation was carried out between the summer of 2003 and the beginning of 2005 by the Interkantonale Hochschule für Heilpädagogik (HfH) and the Schweizerische Zentralstelle für Heilpädagogik (SZH).

The results provide a substantial foundation for a targeted education policy.  The NFA (Neuen Finanzausgleich) – New Financial Balance) and the connected withdrawal of the invalid insurance from the financing of special schools give these issues an added brisance.
