Evaluation of the New Organisation of the 9th Grade in Canton Zurich

Background and aims

The transition from the compulsory elementary school to vocational education and training is made more difficult for many young people by the multifaceted general conditions. To alleviate this, Canton Zurich is trying out a new organisation of the 9th grade in the framework of a pilot project in ten schools. The aim of the project is successful vocational guidance and placement, and thus optimal preparation for the pupils' transition onto the secondary level II. By means of situational analysis using the Stellwerk programme and by situational discussion during 8th grade, the pupil's individual need for learning is made identifiable. Subsequently, a system of elective courses with mandatory lessons, compulsory optional courses and elective courses allows for an individual organisation of the 9th grade.
Further focal elements of the project are project instruction, final work, individual accompaniment of the pupils and co-operation of all participants. The evaluation provides insights into whether the objectives of the new orientation of the 9th grade can be achieved in practice and what, if any, adaptations for the implementation should be made.

Methods

The evaluation includes the experiences of all the participants in the project: teachers, pupils, parents, career advisors and trainers in businesses.

Within the framework of the formative evaluation, the main focus is on the experiences of the teaching staff, which are imparted in rating conferences. Rating conferences are also used in surveys of career advisers. The perspectives of the pupils, parents and trainers in businesses are ascertained through questionnaires.
