Situation Assessment of the 2-Year Basic Vocational Training Programme

Background and aims

The elementary traineeship was introduced following the revision of the 1978 National Vocational Training Act. This was replaced on December 13, 2002 by the two-year basic training programme with Federal VET Certificate. The introduction of the two-year basic training programme led to a paradigm shift from the flexible, strongly individual-orientated, one- to two-year elementary traineeship completed without any standardised procedure, towards a two-year standardised basic vocational training programme with a federally recognised certificate. The first ordinances of the two-year basic vocational training came into effect on January 1, 2005. Ordinances have meanwhile been implemented in 20 vocations; a further 14 will be added to that number by 2011. Initial qualification procedures were enforced in eight vocations by the year 2008. The two-year basic training programme also replaced long-standing one- and two-year traineeships already existing in several vocations.

Commissioned by the Federal Office for Professional Education and Technology (OPET) and carried out in cooperation with Swiss Federal Institute for Vocational Education and Training (SFIVET), this current situation assessment is aimed at identifying problems for use by SFIVET in its forthcoming overall evaluation of the two-year basic training programme.

Additionally, existing documentation and research results in connection with the elementary training and two-year basic training programmes will be collected and analysed. Furthermore, analysis of previous development in all language regions will be conducted using an expert opinion survey carried out by associated partner specialists (federal government, cantons, employment organisations etc.). This will allow the identification of topics and issues relevant to a future overall evaluation of the two-year basic training programme.

Methods

The situation assessment took place in three steps and consisted of the following elements:

  1. Compilation of a list of existing documentation, resources and available statistical information about the two-year basic training programme with Federal VET Certificate and the elementary training programme.
  2. Conduction of guided, semi-standardised interviews with selected associated partner specialists. The interviewees were questioned about their experiences, attitudes and opinions and made assertions with a view to the core aims of a scheduled evaluation. The sixteen interviews were summarised and logged. This summarised protocol served as the basis for a meta-analysis, the aim of which was to synthesise relevant issues to be used as a point of orientation for the overall evaluation of the two-year basic training programme.
  3. A synthesis of the major findings from existing documents regarding the two-year basic training programme with Federal VET Certificate and a synthesis of the key statements made by the experts interviewed. The questions raised and problems identified by this process should be examined within the framework of an overall evaluation of the two-year basic training programme with Federal VET Certificate.
